Why a nightlife venue is different
Bars, nightclubs, concert halls, function rooms and event venues are Utilização-Tipo VI. The factor that dominates the assessment is occupancy: many people together, often in a low-light space, with loud music and without knowing the exits.
Because of this, the requirements on the number and width of exits, signage, emergency lighting and occupancy control are tighter than in most other uses, and inspections tend to be more frequent.
When this usually becomes urgent
- Opening or licensing a new bar, nightclub or event space
- Increasing the declared occupancy or the area open to the public
- Running events with audiences above the space's normal occupancy
- An inspection by ANEPC or another authority that flagged insufficient, blocked or badly signed exits
- Complaints or an incident that drew the authorities' attention to the space
What usually gets assessed
Enough exits, of enough width, for the occupancy, with doors opening in the direction of escape and no locks that prevent leaving. Emergency lighting and exit signage visible even with the space in darkness. Detection and an alarm audible over the music. Decoration and lining materials with an adequate reaction to fire. Control of the real occupancy, not just the declared one. An internal emergency plan, a safety team present during operating hours and staff training. Does a small neighbourhood bar need a MAP?
It depends on the occupancy. Small 1st-category bars have minimal obligations, but a moderate occupancy is enough to move up a category and make a MAP required. Occupancy is calculated from the area and the type of use, not from what the owner estimates.
I run occasional events with more people than usual. Do I need to do anything?
Yes. An event that exceeds the space's usual occupancy can require additional measures and, in some cases, prior notice to the authorities. The space's MAP should set out how these events are managed safely.
Can I lock the emergency exits overnight?
No. Emergency exits have to be operational at all times during opening hours, easy to open from the inside. Locked exits are among the most serious failures in an inspection and among the biggest contributors to tragedies in spaces like these.
